Added a note about the automated installer not yet being updated for GCC 4. Updated list of files to include required runtime libraries from the release notes and *-dll files. Updated mingw-runtime and mingw32-make version.

With no heading above the first paragraph, the first heading runs too tight to the end of it; I added a block of one blank space, to force them apart. I also think we need more spacing between list items, (defined in CSS?); current layout just looks cluttered, IMO.
