HOWTO Identify the Interface Version of a DLL Published by MinGW.org

FIXME: Page under construction.

I will add to this as time permits; please bear with me. The page is intended to (approximately) reproduce the content originally posted at (now defunct) http://home.att.net/~perlspinr/build_platforms/cygwin/libversioning.html, at one time recommended by Charles Wilson as the definitive reference for the DLL version specification stratagem to be adopted by MinGW.org.
